Joseph Rios sued the city after being thrown over his handlebars on Southeast Oak Street in July 2023, suffering injuries that included a fractured wrist requiring surgery. The lawsuit alleged the city failed to repair the road or warn cyclists despite reports of two previous crashes at the same location.
